Occupational health and safety (“OHS”) is an indispensable part of our business and is enshrined in our SD 2030 Strategy. Our Health and Safety Policy underpins our commitment to providing and maintaining a healthy and safe environment for all employees, customers, contractors, and members of our community during their association with the Company.
Endorsed by the Board, the policy sets the direction on how to achieve our ultimate goal of Zero Harm through demonstrating solid leadership and effective OHS management in the planning, design, and conduct of all our business activities.

Our Zero Harm Commitment
Zero Harm is a Company-wide commitment to eliminate or mitigate health and safety hazards across our operations, encompassing all our people, regardless of their seniority or level of experience. It means no fatalities, no injuries, and no harm to both physical and mental wellbeing as a result of our business activities.
We hold a steadfast belief that health and safety should never be compromised over business objectives. To achieve Zero Harm requires an elevated level of commitment by everyone to go beyond compliance and proactively work on an ongoing basis to introduce best practice OHS solutions that maintain a safe and harm-free environment for all our stakeholders.
In 2025, our commitment to Zero Harm remained on track across the Company. We achieved year-on-year improvements and record-best performance figures in our TRIR, LTIR and LDR.

Governance Structure

The health and safety of our employees, customers, contractors, and members of our community are paramount to our business. Inadequate or failing health and safety procedures on construction sites or in Company premises present significant risks that can result in fatalities, major injuries, and other safety issues, resulting in construction delays, operational disruption, insurance premiums increases, and reputational damage.
Managing these risks effectively is critical to maintaining business continuity, meeting regulatory requirements, and upholding our sustainability commitments. We adopt a proactive approach by embedding robust safety systems, delivering comprehensive training, and prioritising hazard prevention throughout our operations.
Leadership oversight of health and safety performance is part of our Safety Management System (“SMS”). The Health and Safety department reports directly to the Chief Executive, and our Head of Health and Safety provides a health and safety briefing every two weeks to the Chief Executive. Health and safety is also a standard agenda item at Executive Committee meetings chaired by the Chief Executive, reported in quarterly board papers and reviewed at every board meeting. Health and safety performance indicators and initiatives are also presented to Swire Pacific on a quarterly basis. The Chief Executive is ultimately accountable for health and safety matters, and their management, oversight and implementation has been delegated to the Head of Health and Safety.
Swire Properties has Safety Management System Steering Committees (“SMSSCs”) in place in Hong Kong and the Chinese Mainland. These are formed by health and safety representatives from each management office. The SMSSCs meet quarterly to monitor and evaluate the Company’s safety performance, risks, and progress towards targets. Findings and updates from the SMSSCs are communicated down to the portfolio level through each portfolio’s Health and Safety Working Group.
Swire Properties’ SMS is certified to the ISO 45001:2018 standard, the international standard for Occupational Health and Safety Management. In 2025, approximately 87% of our assets17 in Hong Kong and the Chinese Mainland conformed to the ISO 45001 systems including our residential portfolio. Our hotels’ SMS is aligned with the principles of ISO 45001: 2018.
Health and safety coordination meetings and training sessions are held with representatives from Swire Hotels on a regular basis. Relevant matters of significance relating to health and safety as well as performance are included in the quarterly reports to the Board and Swire Pacific.
Swire Properties continuously invests in health and safety resources to ensure the successful management and implementation of our Zero Harm Commitment and health and safety programmes. In line with our portfolio expansion, we have strengthened our Health and Safety department through additional headcount – this ensures that we have sufficient resources to effectively manage our OHS programmes. As of December 2025, there were 17 full-time employees in Hong Kong and the Chinese Mainland who were exclusively responsible for health and safety. In addition, 10 Environmental Health and Safety engineers are stationed across our Chinese Mainland portfolios to provide additional support and expertise.

Health and Safety Roadmap
In Q1 2023, we launched the Company-wide 2023-2025 Health and Safety Roadmap to drive and reinforce our Zero Harm Commitment by clearly defining our OHS priorities, approach and deliverables over a three-year time frame.
In 2026, we launched our 2026-2028 Health and Safety action plan, focusing on driving our safety culture, guided by the Bradley Curve model, from an independent to an interdependent stage, which will lift us to best-in-class status. The plan also introduces technology and digital solutions to improve our OHS management and efficiency. We will also continue with the four pillars established under our original Health and Safety Roadmap.
Support for the Health and Safety Roadmap programme has been robust across the Company. The pace of adoption, number of inspections and removal of hazards from the workplace have all been achieved within scheduled timelines. In addition, the roadmap has elevated the level of health and safety awareness among employees and helped to establish a strong safety culture across the Company. In 2025, the roadmap produced the desired outcomes across its four core elements:
Design for Safety – The Design for Safety (“DFS”) programme focuses on integrating safety considerations into the planning and design phases of construction and renovation projects. Its primary objective is to proactively identify and address potential safety hazards and risks early in the project lifecycle and remove them before they are introduced into the work environment. With an emphasis on safe construction, constructability and maintainability, DFS is a collaboration between various stakeholders – architects, engineers, contractors, safety professionals and our internal technical and property management teams.
By incorporating safety principles and best practices into the design process, DFS creates safer working environments and reduces the likelihood of accidents, injuries and property damage during building construction and operational phases.
Adoption of this proactive approach has been successful. DFS has been incorporated into the Company’s Development Charter and is now an established and fundamental element of our project development process.
Deep Dive Safety Inspection Programme – This programme proactively identifies and mitigates potential serious hazards for staff and contractors across our properties while fostering awareness and promoting collaboration between stakeholders. In 2025, the programme inspected over 120 buildings and 16 active construction sites in Hong Kong, the Chinese Mainland, Southeast Asia and the U.S.A.
The programme focused on providing oversight on all our construction projects, where over 490 safety inspections were conducted by our internal safety team.
Hi-Po, Near Miss and Hazard Reporting – A robust and transparent reporting culture is a fundamental element of our proactive leading performance indicator. In 2025, we added initiatives to facilitate and encourage the reporting of potential or minor hazards and non-serious near-miss incidents. By incorporating safety reporting into existing frontline work orders and by launching a near-miss reporting QR code, near-miss and hazard reports in 2025 improved increased significantly, by more than eight times, compared to 2024.
Life Saving Rules Campaign – Delivered across Hong Kong, the Chinese Mainland and Southeast Asia, the campaign focuses on raising awareness about potentially fatal hazards associated with routine activities and preventative actions that must be taken.
In 2025, the campaign was delivered to all front-line staff and contractor teams engaged on our projects. A working-at-height safety campaign, which included video and guidelines, was produced in English, Chinese, Bahasa, Hindi, Nepalese, Tagalog, Thai and Urdu.

Launched in September 2025, the “Safety Starts With Us” campaign embedded a unified culture of zero harm, focusing on two elements: working at height safely, and strengthening our company safety culture.
  • The “Safety In Every Step” campaign, a dedicated initiative to raise awareness and improve safety practices when working at height. We believe that every step counts, especially when it comes to protecting our people and contractors from potential risks. A multi-language 3-minute video was also produced for the campaign. The video received over 154,000 views on the Swire Properties’ Facebook page in the first month after its launch.
  • CE vlog focusing on safety which included key safety message from Swire Properties Chief Executive and Directors. Following the CE vlog, “Safety stand-downs” were also conducted, with general managers personally reinforcing key safety messages with their teams.
  • Launch of the near miss and hazard reporting platform.

Throughout 2025, we reinforced our Zero Harm commitment and launched targeted campaigns and training to all business units across our portfolios with our strategic health and safety goals. Key initiatives included:
  • Design for Safety – Multiple workshop sessions were conducted to embed safety into the early design stages of projects, aligning design and health and safety teams.
  • Two workshops for our Citygate, Cityplaza and Pacific Place colleagues showcased OHS improvement initiatives and strategies, along with the use of AI, predictive models, robotics and sensors for health and safety purposes. One workshop reviewed recent lost time injury cases and discussed improvement initiatives.
  • We rolled out a training programme covering safety management accountability in major work and fit-out work. Launched in Shanghai, this workshop was expanded to our entire Chinese Mainland portfolio by the end of 2025. An office safety management workshop also covered best practices in office safety management, safety standards and key points for conducting effective safety inspections in offices.

June 2025 marked National Work Safety Month in the Chinese Mainland. This year’s theme was “Safety Awareness for Everyone, Emergency Response Skills for All: Identifying Potential Hazards Around Us”. Swire Properties held creative activities across our projects to boost safety awareness and sharpen everyone’s ability to spot hazards and respond to emergencies. During the month, colleagues submitted 233 hazard reports. The department also recognised our Top 10 Safety Champions by presenting them with special awards.

All properties maintained our robust internal health and safety standards this year, with many achieving awards, including Zero Lost Time Injury (“Zero LTI”) awards and our Outstanding Health and Safety Performance Award.
In terms of the Zero LTI awards, THE HEADLAND RESIDENCES achieved 2,000 days; HKRI Taikoo Hui and INDIGO received the 1,500 days award; while the ZHANGYUAN project and Lujiazui Taikoo Yuan reached 1,000 days.

Swire Properties partnered with Oxfam on a pilot project monitoring heat stress risks to outdoor workers. The project installed two wet bulb globe temperature environmental sensors at Taikoo Place. The sensors provided localised data that paired with Internet of Things (“IoT”)- enabled smartwatches worn by employees to track heart rate, skin temperature, fall detection and location, sending alerts when thresholds were exceeded or emergencies occurred.
The data collected were shared with Oxfam to support broader climate risk analysis across Hong Kong Island East and prevent heat-stress incidents among outdoor workers at Taikoo Place.

This year saw two new technologies introduced to our Hong Kong and Chinese Mainland SMSs. In Hong Kong, a “confined space robot” was deployed for confined space inspections of seawater pipes at Cityplaza. Prior to this, employees had to physically enter the pipes and perform a visual inspection. The robot eliminates the need for manual entry into confined spaces, greatly reducing risk exposure for inspection teams.
In the Chinese Mainland, we introduced an AI health and safety guideline assistant for our technical teams that helps staff find answers to questions related to SMS requirements and safety design. After a successful launch, the assistant was opened up to all staff in October.
