Swire Properties’ Zero Harm Commitment aims to foster a culture of health and safety best practices with all our partners. Beyond our day-to-day operations and the management of existing properties, this culture also applies to projects under development and all related construction sites.
In 2025, we continued our enhanced collection and public reporting of health and safety-related metrics and incident reports from contractors. This approach allows us to track performance and work with our partners to develop strategies that improve on-site health and safety performance, ensuring that all our construction sites are safe places to work. Our ambitious internal construction accident rate target guides our efforts in this area.
We continued to use various safety-oriented smart technologies at our construction sites in Hong Kong and the Chinese Mainland. These included maintaining our participation in the Hong Kong Development Bureau’s Smart Site Safety System (“4S”) Labelling Scheme, with 100% of our major Hong Kong projects being 4S certified, and 100% of our major projects in the Chinese Mainland implementing 4S technologies.
We also developed the Smart Site Framework – a centralised self-learning construction site management platform that combines AI-powered analytics and robotic applications with live data from CCTVs and sensors installed across the Taikoo Li Xi’an construction site, using cutting-edge technology to strengthen safety management.
We retained our partnerships with contractors, adopting innovative technologies to improve site safety during the construction of new projects. Initiatives included opening offsite construction offices to reduce workers’ exposure to hazardous conditions, and using Design for Manufacturing and Assembly (“DfMA”) techniques to prefabricate components of the Two Queensway Bridge at Pacific Place – DfMA was used to make the bridge’s steel segments off-site, before they were delivered and installed on site. This reduced the need for site welding operations above a live roadway and had significant quality control, environmental and time-saving benefits.
We also continued our three-year Health and Safety Roadmap, launched in 2023, which includes Design for Safety initiatives that involve our design consultants and contractors in proactively identifying and addressing potential safety hazards and risks early in the project lifecycle.

The Lost Time Injury Rate (“LTIR”) represents the number of injuries per 100 contractor workers per year. It is calculated as the total number of injuries multiplied by 200,000 and then divided by total hours worked. The factor of 200,000 is the annual hours worked by 100 contractor workers, based on 40 hours per week for 50 weeks a year.

The accident rate represents the number of reportable accidents per 1,000 contractor workers. It is calculated as the total number of reportable accidents multiplied by 1,000 and then divided by average daily number of contractor workers on site.

Swire Properties’ Taikoo Li Xi’an construction site is helping to shape the future of smart construction in the Chinese Mainland. Using the Smart Site Framework, the site adheres to our Zero Harm Commitment and Design for Safety initiative, using technology to drive safety and efficiency and foster a 360-degree culture of safety.
Central to the Smart Site Framework is the TLX Cloud Platform, a centralised, scalable self-learning platform that combines live data from CCTV cameras and sensors installed across the site with AI-powered analytics. The framework is a pyramid of technology, data and people.
The platform provides five core functions:
  • Safety monitoring – an AI Safety Platform watches every corner of the site in real time providing numerous functions from lifeline fall protection to automated tracking of personal protective equipment (“PPE”) compliance.
  • Critical machinery oversight – Monitoring of tower cranes and hoists, and providing predictive maintenance alerts.
  • Safety inspection management – Using digital workflows for hazard reporting.
  • High risk surveillance – Monitoring the stability of stresses on trenches, falsework and formwork.
  • Environmental monitoring – Real-time air quality, noise and emissions data analysis.
Taikoo Li Xi’an is located next to a UNESCO World Heritage Site, and preserving heritage is another important safety consideration. The heritage projection AI platform uses over 500 sensors to monitor temperature, humidity and vibrations around relics and ancient trees.
The site also uses smart watches to monitor workers’ health in real time. These include an emergency SOS button for lone workers and robotics to automate repetitive tasks, creating better precision, safety and efficiency.

In November 2025, we held the first Project Safety Forum for our Hong Kong projects. Called “Zero Harm – All In”, the forum was attended by more than 160 industry leaders, contractors, subcontractors and consultants. The Chairman of the Construction Industry Council and Principal Consultant from the government’s Occupational Safety and Health Council delivered keynote speeches.
The wide-ranging event featured presentations by leading architects and contractors as well as an expert panel discussion. Key themes included the adoption of Design for Safety principles on projects, the implementation of innovative solutions and examples of how stakeholders can demonstrate strong safety leadership.

Off-site construction site offices have been proven to improve safety and wellbeing. They provide a controlled, safer and more comfortable working environment for both office and site staff by reducing exposure to hazardous site conditions like noise, dust, adverse weather, working from heights, dangerous machinery, and the risks associated with workers and equipment operating simultaneously.
THE HEADLAND RESIDENCES’ off-site office directly benefits workers and office staff, making work safer, improving morale and efficiency, and creating a more controlled, predictable work environment that allows for stable work schedules and improves the overall quality of work. Workers spend less time in dangerous parts of the site, leading to fewer injuries and a generally lower risk of harm. The office also has more space in which to provide safety training and demonstrations such as a “falling from height” safety set-up with harnesses and a virtual reality area for other safety training sessions.
